Background
Sarah joined Chambers in 2008 following successful completion of her pupillage.
Sarah specialises in all areas of planning and environmental law. She has worked on behalf of developers, landowners, local authorities and interested parties in planning, listed building and environmental matters, and has appeared at planning and enforcement inquiries on behalf of local authorities and landowners. She has assisted at larger inquiries, notably at a large housing inquiry which included analyzing evidence relating to the viability of planning obligations.

Sarah is regularly instructed in planning and environmental law matters, and is happy to accept instructions in these and other areas of administrative law.
Planning
Sarah’s practice involves acting on behalf of local authorities, developers and third parties in cases involving:

- Interpretation of planning permission

- Section 288 and section 289 appeals and judicial review
- Use classes and material changes of use
- Definition of “development”
- CLEUDs
- Validity of conditions

Environmental Law
Sarah has advised in cases concerning:

- Environmental Protection Act
- Water Resources Act
- Noise nuisance
Other public and administrative law
Sarah has acted on behalf of local authorities in matters relating to data protection and freedom of information. She has experience of acting on behalf of licensing authorities and applicants in licensing matters and, on behalf of schools, in education matters. She is happy to be instructed in all areas of public and administrative law.
Sarah is also a member of the Commercial & Chancery Practice Group.
