The Institute of Licensing held its National Training Conference 2022 at Stratford-upon-Avon (16-18 November). Roy Light presented a paper which addressed the situation where a licensing authority is made aware that a taxi driver’s conduct may have fallen short of that required for him or her to be considered a fit and proper person to drive a taxi. Protection of the public is the key consideration and is paramount; while action taken in respect of allegations of improper driver behaviour should be fair, reflective of policy/guidance/statutory standards and based on evidence. Particular issues will arise where immediate revocation of the driver’s licence is considered appropriate. The session examined making initial decisions, challenges in the magistrates’ court and the role of policy, guidance and statutory standards.
